Ex-militant leader, Africanus Ukparasia, popularly called ‘Gen’ Africa, has alleged that wanted ex-MEND warlord, Chief Government Ekpemupolo alias Tompolo, created the Niger Delta Avenger group to blackmail government over his cases.
